Our Story

Founded on the Principle of Careful, Unhurried Work

Teguh Bicara was established in Kuala Lumpur by a small group of lawyers who noticed a particular gap in Malaysian legal services: pension matters were often handled as routine paperwork, with little time spent explaining the details to the people they affected most.

Our founders decided to build a firm organised around the opposite approach — one where appointments are not rushed, where documents are read aloud and explained if needed, and where clients set the pace of each matter. The name Teguh Bicara reflects this philosophy: steady, dependable counsel.

Today, our team of qualified Malaysian lawyers works exclusively with retirement and pension-related legal matters, giving us focused knowledge of the EPF Act 1991, the Pension Act 1980, and the relevant employment legislation that shapes what each client is entitled to.

What Guides Us

Our Mission and Values

Mission

To provide clear, qualified legal assistance for pension matters so that every person in Malaysia can understand and protect what they have earned over their working life.

Client-Centred Approach

We do not measure our work by the number of cases closed. We measure it by whether each client understands their position and feels confident in the outcome — however long that takes.

Ethical Practice

We hold ourselves to the standards of the Bar Council Malaysia and the Legal Profession Act 1976. Honest advice — even when it is not the answer a client hoped to hear — is always our policy.

Legal Expertise in Pension Matters Across Malaysia

Teguh Bicara maintains a focused legal practice in Kuala Lumpur, addressing matters under the Employees Provident Fund Act 1991, the Pension Act 1980, and associated employment legislation. Our lawyers work with civil servants, private sector employees, and retirees whose pension records contain discrepancies, whose nominated beneficiaries require formalising, or whose claims have been contested by a former employer or the relevant body.

The Malaysian pension framework involves several distinct authorities — EPF, the Public Services Department, and in some cases LTAT or PERKESO — each with its own procedures and appeal pathways. Understanding which route applies to a client's situation is often the first practical step, and one that saves time and effort later.

Our office on Jalan Sultan Ismail is accessible via the KLCC LRT station and by bus from major points in the city. We hold appointments on weekdays and Saturday mornings. For clients outside the Klang Valley, initial consultations can be conducted by phone or video call.
